Historic overview:

Hypotetical scenario. Japanese are landing by San Francisco and start of conquest USA.

Scenario in dates:
October 12, 1933: San Francisco - The United States Army transferres the island fortress of Alcatraz located in the middle of the Gulf of San Francisco to the prison service of the Department of Justice.
February 23, 1942: United States, California - Japanese submarine I-17 blasting oil rafinery of Elwood close tor Santa Barbara, near Los Angeles. Damages are small, but the attack spawns panic.
February 24, 1942: Los Angeles - after sunset takes place so-called Battle of Los Angeles, the alleged Japanese air raid of city. In fact, it was one of the chaotic reaction of air defense units. During antiaircraft fire destroyed several buildings, three people died in traffic accidents and another three died of a heart attack. The incident occurred a day after the actual attack of a Japanese submarine to nearby Elwood and will be an inspiration for war comedy movie of Steven Spielberg 1941.
September 9, 1942: United States - Lookout Air Raid occurs in Oregon, as Americans call the first ever bombing of the continental US. The raid is carried out by a small reconnaissance seaplane Yokosuka E14Y, launched from the submarine of the Japanese Imperial Navy I-25, which drops two incendiary bombs over forests. The purpose of the bombing was to ignite forest fires, which, however, failed due to the rapid reaction of the US fire patrols and the rainy weather.
October 11, 1942: Pacific Ocean - A Japanese I-25 submarine returning from an attempt to initiate forest fires in the state of Oregon spots two surface-bound Soviet submarines L-15 and L-16, sinking the L-16 by thy last remaining torpedo on board. Both Russian submarines from the Pacific Fleet are on the move from Vladivostok and head through US coastal waters to the Panama Canal and further through Atlatic Ocean to the Russian Northern Fleet, but coincidencely cross the path of a Japanese submarine, which considers both targets floating in US waters as American vessels. Japan otherwise maintains strict neutrality towards the USSR.
November 12, 1942: United States - A Liberty SS Robert E. Peary ship is completed and launched at Richmond Kaiser Shipyards in California at 4 days, 15 hours, and 29 minutes after the keel was laid down. By the end of the war, the shipyards would build $1.8 billion worth of ships, with a large portion of the workforce being women.
July 17, 1944: In the United States - The Port Chicago disaster occurred. It was a deadly munitions explosion at the Port Chicago Naval Magazine in Port Chicago, California, United States. Munitions detonated while being loaded onto a cargo vessel bound for the Pacific Theater of Operations, killing 320 sailors and civilians and injuring 390 others. Most of the dead and injured were enlisted African American sailors. A month later, unsafe conditions inspired hundreds of servicemen to refuse to load munitions, an act known as the Port Chicago Mutiny.
May 5, 1945: Over the United States - A woman and five children are killed by a bomb falling from a Japanese balloon near Lakeview, Oregon. The Japanese have been releasing these balloons for some time, hoping that they will drift in the wind over the United States before releasing their explosive cargo. This is the only "success" they will achieve.
