Historic overview:

Japanese expansion is at its peak, and Japan wants to complete mastery of the Pacific Ocean, by the conquest of the Panama Canal and thereby prevent transit of enemy warships from the Atlantic to the Pacific. In fact, the Japanese plans only featured the elimination of the locks of the Panama Canal by small seaplanes launched from special giant submarines of the I-400 class.

September 23, 1939: Panama - American states agree to a 300-mile (480 km) neutral zone off the coast of the the Americas.
July 1, 1940: Panama - Extensive earthworks begin construction of new Panama Canal locks in an effort to remove a major obstacle to the construction of new large U.S. Navy vessels, the width extending the dimensions of existing locks. In the middle of the war, however, the project will be abandoned after a reassessment of priorities and the disposal of the construction of Montana-class battleships. Its completion in 2007-2016 will be forced by the increase in maritime traffic and the size of new giant container ships.
