BUGS in flags.shp


Many creators of new scenarios for Panzer General are doing mistakes in making new flags by editing file flags.shp.
I already wrote them about it, but a lot of creators didn't understand me what I was meaning with it. So I am explaining it by example on newest scenarios which were posted on TPC. I feel it is necessary to explain it, because I was very disappointed when I saw this bugs in newest scenarios from ones of the most experienced scenario makers as Silvio and Stefaan.
Common bugs in flags are two:
1. Non-winking frame around flag on victory cities - in original Panzer General flags victory cities has flags with winking frame, for example in Philipines scenario new flag of Philipines frame has only one yellow color and non-winking
2. "Shining" white color on flags on non-visible cities - white color on flags has in original Panzer General two shades: light (for visible cities) and dark (for non-visible cities). New bad flags has only light shade, so they are shining on non-visible cities
Cause of this bugs is using bad color palette!!!
